Measures that promote transparency in the budget process are expected to be enacted

San Jose Del Monte City Rep. Rida Robes said that the bill will be enacted in the Lower House of Congress so that the public can participate in the deliberation of the annual fund in Congress.

Robes, chairman of the House Committee on People’s Participation, said the bill is important because it will make the discussion of the annual fund transparent and participatory as grassroot organizations will participate.

She said the public will have a voice on how the funds passed by Congress should be spent.

Apart from this, she said, she will ensure that the needs of the public are met.

Under this, accredited civil society organizations that will participate in the budget preparation of government agencies will be given notices of hearings, budget documents and will also submit their own proposals.

They will also sit as resource persons in budget deliberations in Congress and observe bicameral conference committee meetings.

So far, House Bill No. has passed the second reading of the House. 7407.
